Yes, small dogs have muscles too! I’ve helped people with their 2-3 pound dogs, and even though it takes a super light touch with teeny tiny movements, it still works. I’ve seen small dogs who seem nervous and uptight be more relaxed when they no longer have tight neck muscles. If the neck muscles are tight it is alarming to the nervous system because it thinks danger is lurking.
